As Simon will likely advise, that program's operation or lack means it likely was or is not adhering to proper Win and GUI programming practices.
Some do, many don't. It seems that those that do not frequently cause or exhibit some "interesting" results.

That said, I may have found a work around. I created a new Windows User and I held shift, right clicked on the sdr-radio exe and "Run As" the other user. Looks like I can keep multiple instances of SDR-RADIO running on one screen that are completely independent and isolated. I still need to test though. Glad SDR-RADIO stores it's preferences on a user level!

Do you mean broadcasting the IQ from one SDR so many PCs can use it? This can always be done, just haven’t done it.
