I am not at all surprised at what you say.
To many people in India (where I'm based) Scrum is
just a buzz-word. They sort of adopt it mostly because
the client (who is one level above God) wants it.

It get ridiculous when Senior Project managers have
Scrum Masters as well as product owners reporting to
them, and QA lead for good measure. The Senior project
manager uses MSP and calls everyone resources. The
level about the Scrum Masters don't even begin to
understand Scrum (the idea of emperical process
control) or that what is comitted for a sprint in
Sacrosant and many other things.

differences in actual capabilities and the fact that
they don't seem to be well trained in Scrum. What
about the Scrum Master in China? Unless they form a
close-knit team there isn't a hope. The improvement
you see is due to increased focus of a sprint.
