      I am looking for a critique and some ideas regarding the sprint review
      and planning process.

      Background:
      The development group I am in has been using Scrum for just under a
      year, and our implementation has evolved along with our understanding
      of and experience with Scrum. We have struggled with efficiency along
      the way, I think mostly attributable to coming up the learning curve.
      During the sprint, we are working pretty well now, but our review and
      planning process seems to still be poor. It feels like we fumble
      along and move really slow when meeting with the PO and other
      stakeholders. [Our PO is responsible for representing the requests
      from commercial sales customers, and a second manager represents the
      contracted development customers] In our developer meeting, we
      struggle to come up with task level (hour) estimates for stories where
      at most one person has familiarity with existing code - the others
      feel like they are just taking wild guesses at tasks and hours
      required for implementation.

      Solution:
      One of the developers on the team suggested the following process:

      Last week of Previous Sprint
      * Sales group and research group lobby the product owner and research
      manager for priority in the backlog [explain why their pet feature
      needs to be done now - potential sale, promised fix, contracted
      deliverable, ...]
      * PO and research manager combine their separate lists into one
      prioritized backlog

      Review/Planning Week
      Day One - Review
      * Scrum team holds sprint review, gets feedback from PO, researchers,
      internal users
      * Scrum team holds a retrospective to critique how the team worked
      together and find ways to improve

      Day Two - Planning Pt. 1
      * Scrum team meets with PO and research manager to estimate ideal
      developer days needed to implement stories on the backlog [we use
      planning poker to keep the discussion on topic and moving forward].
      * PO and other stakeholders have time to reprioritize list based on
      estimates and other inputs

      Day Three - Research Day
      * Scrum team subdivides into groups of 2-3 to investigate the task
      level details required to implement the stories in the backlog - ask
      PO questions, look at code, brainstorm general approach... Estimate
      as many stories as possible in one day. This is meant to get more
      eyes on each problem and hopefully come up with more reliable
      estimates since they are at a finer scale.

      Day Four - Planning Pt. 2
      * Entire scrum team gathers to present their task level estimates for
      all stories researched. Doing it in this two-day, two-step way means
      the developers do not come in cold to estimate low-level tasks that
      directly affect what they commit to provide at the end of the sprint.
      At the end of this meeting, the team agrees on a backlog for the sprint.

      The questions we have are: Does this make sense? Is it inefficient?

        It seems your PO meetings are not following a strong agenda. This agenda should be defined and agreed a couple days before, and stick with it, even there are

          stick with it, even there are other issues.
          The speech level at PO meeting is different when you're talking your
          team members; adjust the level of your discussion with your PO.
          As far as I understood one person is confident about the code.
          Team members should work in pair, define as soon as possible a sprint
          named "learning curve" or "show me the rope",
          almost all of your developers should know the existing code and/or
          APIs tools.

          In each project I've been involved, I set up 2 kind of sprints ( 2-3
          weeks);
          1)a "bottom-up" sprint :
          all team members should get a grip to the underline APIs,
          existing code, new tools (i.e:Subversion, Mantis) and coding guidelines.

          2) "top-down" sprint:
          all team members are trained to use design tools ( UML and/or
          database design Erwin)

          At the end of these 2 sprints I can to estimate the team "velocity"
          and therefore do my plan.
          In addition I find out who are the main developers in the team to
          assign them to the most critical part of the application.

            One quick comment about the estimates.  Instead of estimating duration have you ever tried to estimate size?  You might not be able to get everyone to agree to how long something takes but you can get everyone to agree to the size of the feature/story.

              are other tasks and activities happening too (customer support,
              company wide all-hands meeting, addressing requests that can be
              completed in an hour or two, ...)

              Sprints are 4-weeks.

              Estimating time using planning poker seems to work much better than
              previous attempts. Probably due to using a timer.

                  I'm actually curious how common are the 4-weeks sprints, as suggested
                  by Scrum. In our company, I can only think of one project out of quite
                  a few that have felt that four weeks might be good for them (or to be
                  more precise, they have felt the two-week sprints were a little too
                  short). In most cases, two weeks have been considered good, and then
                  there are some very innovation intensive projects that have used
                  one-week sprints and felt them best for themselves.

                      I teach part-time in the MSCIS program at the Northwestern University
                      School of Continuing Studies, in addition to my day job as a software
                      engineer (20 years). I discuss agile (testing) in my Software Testing
                      course, and agile (Scrum, and XP) and iterative (RUP) development in
                      my Project Management and Software Development course. For
                      completeness, I also cover traditional project management topics.
                      While I'd love to spend more time covering agile principles and
                      practices, the reality is that the majority of the students work for a
                      living, and their employers utilize waterfall and TPM, so I have to
                      prepare them for that. :-(

                      Lastly, I utilize many elements of agile development in the capstone
                      project course. Students work in teams to develop a 3-tier system
                      over a period of two 4-week iterations. Each iteration focuses on a
                      handful of features/use cases/user stories, and results in a working
                      application. Students are required to gather minimal requirements,
                      design a little, code a little, test a little (acceptance and unit
                      tests), and document a little. While documentation is required, it's
                      fairly lightweight, as the goal is working software (over
                      comprehensive documentation). Unit tests are mandatory, but I do not
                      mandate TDD, although I do encourage it.

                        Lastly, I utilize many elements of agile development in the capstone project course. Students work in teams to develop a 3-tier system over a period of two 4-week iterations. Each iteration focuses on a handful of features/use cases/user stories, and results in a working application. Students are required to gather minimal requirements, design a little, code a little, test a little (acceptance and unit tests), and document a little. While documentation is required, it's fairly lightweight, as the goal is working software (over comprehensive documentation). Unit tests are mandatory, but I do not mandate TDD, although I do encourage it.

                                    We're in our 2nd year of using 2 week iterations.  That length of time seems perfect for our company.  We have a PO who is constantly coming up with new ideas and changing priorities, I just can't imagine the amount of rework we would have to do if we went a whole month.  A couple months back, we did a 3 week iteration because we had a deadline set that would have been in mid-iteration.  We then did three 1 week iterations to get back on track and most of our work was going to be minor tweaks to the release we had just put out.
