Chapter 21 of Cohn's _Succeeding With Agile_ has some info on useful metrics for a Scrum team's productivity and effectiveness, which might serve as better alternatives to using Velocity as a pure productivity metric.
My guess is if the management is naive enough to do this, then it's quite possible the teams are assigning story points to something other than true User Stories, too, which totally pollutes velocity even as a planning tool.
