      Changes have been made in the licensing requirements put in place
      last October. It seems that the policy has put units and councils in
      a bind for one thing or another.

      Effectively immediately:

      Councils are authorized to permit a local vendor providing branded
      materials solely to that council or to a unit in that council to do
      so without having to be licensed.

      A company providing branded material as a donation are not required
      to have their vendors licensed for those donated items.

      However, vendors doing business with more than one council or units
      from more than one council ARE required to be licensed and to follow
      all of the requirements related to the production of branded
      materials.

      While the above is not to be found on the BSA website, it is fact --
      do not hesitate to call Richard Matthews 972-580-2027. Actually, all
      Scout Executives should have gotten the message dated December 17,
      2007.
