Frank - I had heard that this is being released, but I didn't even have as much info as you. I was "urged" to accept my Philmont invitation by our Field Director and Director of Field Service, so as to be there during Cub Scout Week, when? more info is going to be available.
BTW, I understand there is room in the Cub Scout Roundtables course that week (and some of the others, I believe). If you're wavering, interested, or know someone who is, you may still be able to attend.

Subject: [Scouter_T] New Cub Basic Training Program
I'm not sure if this has been discussed, but what does anybody know about
the revised Cub Leader Training program being rolled out this fall? I'm
told by our DE that, at least in our council, it is a complete overhaul,
that NLE becomes an optional element after position-specific and the name
of job-specific training is changing, among other things. We do not have
the new materials yet (and of course we have our first session scheduled
in about six weeks).
Yours in Scouting,
