The term refers to material developed by Ken Blanchard with others.
Basically, the concept of Situational Leadership, which shows how a
person goes thru 4 stages of competency, and as they do so, the
leader has to change their leadership style accordingly, and the
concept of the Team Development Model and the Team Leadership Model,
which coveres how a group of people go thru stages of
teamship/compentency, and again the leader has to change this.

WB staffers are recommended to read 2 books by Blanchard: Leadership
& the One Minute Manager, and the One Minute Manager builds High
Performing Teams. These 2 books are great introduction to these
      concepts.

Because Situational Leadership (more precisely, Situational
Leadership II) and the High Performing teams are copyrighted by the
Ken Blanchard Companies, BSA has to pay for their use.
