- In response to the thread on BALOO, here's the answer from the Cub Scout
The Cub Scout Outdoor Program Guidelines for 2003 state: "Adults giving
leadership to a pack overnighter must complete BALOO and be present on
campouts." That goes into effect on January 1, 2003.
The part that's being delayed is the policy that a local tour permit won't
be approved for a pack overnighter unless a BALOO-trained person will be
attending. This is being delayed because some Councils haven't had enough
notice to put their procedures in place. It will, however, be mandatory
sometime later in 2003.
