NLATS (National Lodge Adviser Training Seminar) is aimed at OA advisers (mainly lodge & chapter). AFAIK, if you've taken this course you're considered a 'trained' lodge/chapter adviser.
The course at Philmont is a weeklong version of NLATS (which is how it started off). Not sure if the view of that course is its a alternate to the weekend NLATS or a follow-on.
Also, in addition don't overlook training that your lodge may do, either standalone or as part of LLD (Lodge Leadership Development).
