Jerry Pournelle had something like that in his Falkenberg's Legion series,
and he and Niven also used something like that in Mote in God's Eye. It was
called and Alderson Point. The Alderson Point was a point where a ship could
instantaneously move to the vicinity of another star.

The kicker being that these Alderson Points were usually far from their star
and it could require months for a ship to reach an Alderson Point. Each
Alderson Point would take you to just one other star. And, a star might have
multiple Alderson Points, thus becoming strategically important.

I think what Pournelle wanted was a universe much like the 15th-19th
centuries where sea voyages could take months and the only way to communicate a
message was by physically carrying it.
