      A torque itself doesn't have any specific meaning in the course of the SCA
      as a whole. It MAY have specific meaning to a particular household or group,
      but that would be specific to them and would probably not preclude anyone
      else wearing one - after all, they were a common jewelry item in certain
      times/places. Of course, if it were to carry the symbols of an order on it - such
      as the terminals being Pelicans or something - than it would mean something,
      but a plain torque should be fine.

      You might check the Outlands webpage to see if they have any sumptuary laws
      in their kingdom law and policy; that would tell you if there is anything
      specific to the Outlands regarding them.
