As far as I know SCA names can't be related to living or fictional people. So as long as you don't specificaly state that you are related to a "real" person from that time period, I don't see why you can not use "Taira", actually if you want to build some interesting back story to your SCA persona being ex-members of the imperial family that would be interesting in and of itself...but would require by default a lot of research on your side. Pick a name you like is what I say see if it is period and its meaning.
side note: I had to pick a Japanese name for myself for mundane reasons when I came to japan,
I put thought into it and used my ex-wifes sir name Iwanami and picked Daichi for my first name
wonder if Iwanami Daichi is period, anyway its a personal choice and depending on what the kanji means very descriptive.
