      This practice has lost its value since it was introduced in the mid-90s.
      Modem users can't use real-time media at any bit rate, everybody else can
      be assumed to have at least 128K.

      If you must do a high-res and low-res version, just label them res='high'
      and res='low' rather than fiddling with bit rates.
