It's a small banner with a "buff" colored background (as it looks like where I pasted it above, if the color comes through), but it's there. The "Learn More" is a link to a statement as mentioned below (what's happening and on which dates), plus there are expandable topics you can open and read, such as "What features will go away?", "What will happen to this site?", and several others.
So yes, it looks like this is officially from Yahoo.
I've heard from other Groups I belong to that they're looking into migrating their Groups to something called https://groups.io. I've looked at it, and it looks like there is an easy migration near the bottom of the page that reads:
"Easy Group TransferMove your Yahoo or Google Group to Groups.io"
Then there's a blurb about how they make it easy, and of course, there's a big green button that reads "See How To Transfer Your Group". So maybe this will be a possible alternative for us, considering that not everyone is on Facebook (like me... meaning I'm not), and trying to download everything we've got on our Group would take longer than we've got. (We do have a ton of stuff in the Files and Photos sections!)

Can you verify that this came from Yahoo? I haven't seen anything from Yahoo but I've seen postings from various people refering to "something they read from Yahoo."

Users won't be able to upload new content to the site after October 21 and have until December 14 to archive their content, Yahoo said in an announcement.
