      It's impossible. 23 is the theoretical max in an interval of 100
      numbers above 100.
      The most dense admissible constellations for each number of
      primes up to 50 can be seen at http://www.ltkz.demon.co.uk/ktpatt.txt

      http://www.opertech.com/primes/k-tuples.html lists admissible
      sizes for larger numbers, but not the actual constellations.
