      Obama signs order to close Guantanamo in a year

      WASHINGTON (AP) - President Barack Obama says he intends to win the fight against terrorism, but under his leadership, the U.S. will do so in a manner that's consistent with its human rights ideals.

      Obama made the remarks in the Oval Office this morning as he signed a series of orders overhauling U.S. treatment of terror suspects. They include orders to close the Guantanamo Bay prison within a year and begin a review of the military war crimes trials.

      One order requires all U.S. personnel to follow the U.S. Army Field Manual while interrogating detainees. The manual explicitly prohibits threats, coercion, physical abuse and waterboarding.

      Explaining each order before he signed it, Obama said the U.S. is "willing to observe core standards of conduct not just when it's easy but also when it's hard."
