One thought of to try: increase "time mouse held a screen corner edge on keys/setup dialog" to a second or so. That way, you should need to pause at the edge

ah-ha! Perfect, all I did was un-lock BAR-TWO's position (so it's back to normal) and then on BAR-ONE, I added the command "Bar-To Mouse" and then selected

PowerPro is designed under the assumption that locked bars should be visible if the bar they are locked to is visible, and only in that case. From the help:
