Pathnames are relative to the current directory.

With Postfix daemons the current directory is $queue_directory.

With non-daemon programs that do things with the queue, that's also
$queue_directory, but keep in mind that those programs have to read
main.cf before they can change directory.

With other non-daemon programs, especially the ones that take file
name arguments on the command line, the current directory is not
      changed to avoid WTF surprises.
