header_checks are not a spam filter. use amavisd-new+ spamassassin
instead. if you do, amavisd-new offers feature that let you do what you

If you insist on using header_checks, you'll need to use FILTER in the
header checks to redirect "tagged" mail to another smtpd (or instantce)
where you use virtual aliases... etc.
