Garageband on iLife '09:
Not sure, but I'm guessing you'd need to be on OS 10.4 (Tiger) or
higher to run iLife '09. Since you're only on 10.3.9, you might be
better off looking for an earlier version of the iLife software. This
shows the system requirements of Garageband 3, which was part of iLife
'06. This might be a safer bet for your machine. You can probably find
some iLife '06 discs for sale on eBay.
