      Dear Colleagues,

      The PCLA officials, Mr. Muhammad Rafique Shahid Bhutta, President PCLA accompanied by Mr. Iqbal Huaain Asad, and active member of PCLA, held a meeting with Secretary Higher Education Punjab, yesterdat, on October 22, 2012, at 11:45. The PCLA delegation had a detailed discussion on all aspects of the case in hand and the problems and issues involved in smooth and speedy implementation of the 4-Tier Service Structure foe College Librarians of Punjab, as approved by the Chief Minister of Punjab.

      The following two important actions have been initiated as a result of the discussions by the PCLA to expedite the early implementation of the approved Service Structure:

      1. It was agreed that the day to day requirement of relevant papers, documents and technical details and other information about College Librarians from all over Punjab (individually as well as collectively), by the Higher Education Secretariat, requires regular rather permanent involvement of a representative from PCLA, to work with the Higher Education Secretariat of Punjab, for a smooth implementation of the Service Structure Case.

      So, the Secretary Higher Education agreed to appoint a College Librarian from Punjab from the PCLA, as a Liaison Officer, to assist the Higher Education Secretariat regarding the Service Structure case and expedite the process of formation of the Service Rules.

      Mr. Zia ud Din Farooqi, General Secretary PCLA and Librarian, Govt. College for Boys, Gulberg, Lahore, has been appointed the Liaison Officer upon recommendation of PCLA. Mr. Farooqi will take over the charge of this position tomorrow and start his honourable duties in Secretariat of Higher Education, Punjab. Best of Luck to Mr. Zia Farooqi for his new responsibilities! He is taking up a difficult job for the benefit of the Punjab College Librarians.

      1. The PCLA delegation also has been able to negotiate notification of some pending cases, with immediate effect. So, there is a very good news for the 30 College Librarians, as follows:

            28 Librarians (16 in Male Colleges and12 in Female Colleges) who had MLIS Degrees, but had their appointments in Grade 16 with personal Grade-17, who had been cleared by the Departmental Promotions Committee (DPC), will be given the Regular Grade 17 within a week next to Eid.

            2 College Librarians who had reached the seniority level for Grade 18, and had been cleared by the Departmental Promotions Committee (DPC), will be given the Regular Grade 17 within a week next to Eid.

            Cases of the 2 more College Librarians who had reached the seniority level of Grade 19, and had been cleared by the Provincial Selection Board, will be immediately sent to Chief Minister and their promotions notification will be issued within two weeks following Eid holidays.

      PCLA sets another standard of leadership with dedication and spirit!

      In Holy Quran Allah says " Laisa lil insana illa ma sa'a" - There is nothing for man except what he strives for.

      " Meaning: Aur Insaan ko milta wohi hai jiski usne koshish ki”.

       

      Great are PCLA who followed Allah only and chose the difficult but right path of struggle on their own.

       

      Of course they are successful and they will be in Future!

        I am new in the profession but the voice about service structure is wondering and it come to my knowledge that due to this service structure post of Librarians in the college has not been advertise since 1997. A large number of students are unemployed and frustration among new graduate is due to those who are indulged in politics and only for the sake of their promotion they killed new generation. They have their jobs and others are striving for food. Please reply.

            Dear Tariq Ali,

             

            I understand your concern about general unemployment of librarians and the vacant posts in College Libraries of Punjab. Since you repeat your email each time, a PCLA achievement is announced, there might be a specific reason. However, rest assured, this issue is very much on the agenda of PCLA and very soon you will hear it voiced in one of our updates like the Service Structure Case.

             

            However, since you are new in the profession, you are not aware that the current PCLA Council has taken over only two years ago. So, the responsibility of the vacant posts of Librarians in the colleges which has not been advertised since 1997 actually lies on the long neglect of College Librarians’ problems and continued disinterest and in-activity of previous PCLA councils, who decided to take life easy and not to push the Govt. quarters on their issues.

             

            I don’t know the source of your ‘knowledge that due to this service structure post of Librarians in the college has not been advertised’. But actually, this was, because - Nobody in the past had taken care of any issue – No one ever had worked for the Service Structure of College Librarians - No one had ever thought about that being included in teaching cadre, also gives us the right for 75% income tax rebate - No one ever cared that College Librarians still are being employed in 16th scale which should be changed – and similarly - Nobody ever cared for the vacant positions.

             

            It was the current PCLA Council, which thought about these issues and came forward with full force to resolve them. If we have resolved bigger issues, we will definitely take care of vacant positions issue too.

             

            The advertisement of Vacant Posts is definitely our next step. We have already submitted this case to Secretary Higher Education Punjab, along with the Service Structure Case and it is already very much in his notice. However, it was the Secretary Higher Education’s own discretion to advertise the vacant posts after the Service Structure. And the good news for you is that after the approval and implementation of 4-Tier Service Structure in grade 17-20, the new positions now will be advertised in Grade 17 not in the previous Grade 16. The incoming College Librarians will enter a better life than ours. Insha Allah

             

            However, College Librarians vacant positions are only 310 while number of un-employed librarians is much higher than this. I wish you best of luck for getting hold of one of the 310 positions, but what if you can’t?

             

            Just to remind that there are many dormant quarters other than PCLA which need your Wake-up Call. Don’t forget to wake them up too.

Since you repeat your email each time, a PCLA achievement is announced, there might be a specific reason. However, rest assured, this issue is very much on the agenda of PCLA and very soon you will hear it voiced in one of our updates like the Service Structure Case.
                 
                However, since you are new in the profession, you are not aware that the current PCLA Council has taken over only two years ago. So, the responsibility of the vacant posts of Librarians in the colleges which has not been advertised since 1997 actually lies on the long neglect of College Librarians’ problems and continued disinterest and in-activity of previous PCLA councils, who decided to take life easy and not to push the Govt. quarters on their issues.
                 
                I don’t know the source of your ‘knowledge that due to this service structure post of Librarians in the college has not been advertised’. But actually, this was, because - Nobody in the past had taken care of any issue – No one ever had worked for the Service Structure of College Librarians - No one had ever thought about that being included in teaching cadre, also gives us the right for 75% income tax rebate - No one ever cared that College Librarians still are being employed in 16th scale which should be changed – and similarly - Nobody ever cared for the vacant positions.
                 
                It was the current PCLA Council, which thought about these issues and came forward with full force to resolve them. If we have resolved bigger issues, we will definitely take care of vacant positions issue too.
                 
                The advertisement of Vacant Posts is definitely our next step. We have already submitted this case to Secretary Higher Education Punjab, along with the Service Structure Case and it is already very much in his notice. However, it was the Secretary Higher Education’s own discretion to advertise the vacant posts after the Service Structure. And the good news for you is that after the approval and implementation of 4-Tier Service Structure in grade 17-20, the new positions now will be advertised in Grade 17 not in the previous Grade 16. The incoming College Librarians will enter a better life than ours. Insha Allah
                 
                However, College Librarians vacant positions are only 310 while number of un-employed librarians is much higher than this. I wish you best of luck for getting hold of one of the 310 positions, but what if you can’t?
                 
                Just to remind that there are many dormant quarters other than PCLA which need your Wake-up Call. Don’t forget to wake them up too.

                I am new in the profession but the voice about service structure is wondering and it come to my knowledge that due to this service structure post of Librarians in the college has not been advertise since 1997. A large number of students are unemployed and frustration among new graduate is due to those who are indulged in politics and only for the sake of their promotion they killed new generation.                 Dear Colleagues,

                The PCLA officials, Mr. Muhammad Rafique Shahid Bhutta, President PCLA accompanied by Mr. Iqbal Huaain Asad, and active member of PCLA, held a meeting with Secretary Higher Education Punjab, yesterdat, on October 22, 2012, at 11:45. The PCLA delegation had a detailed discussion on all aspects of the case in hand and the problems and issues involved in smooth and speedy implementation of the 4-Tier Service Structure foe College Librarians of Punjab, as approved by the Chief Minister of Punjab.

                The following two important actions have been initiated as a result of the discussions by the PCLA to expedite the early implementation of the approved Service Structure:
                1. It was agreed that the day to day requirement of relevant papers, documents and technical details and other information about College Librarians from all over Punjab (individually as well as collectively), by the Higher Education Secretariat, requires regular rather permanent involvement of a representative from PCLA, to work with the Higher Education Secretariat of Punjab, for a smooth implementation of the Service Structure Case.
                So, the Secretary Higher Education agreed to appoint a College Librarian from Punjab from the PCLA, as a Liaison Officer, to assist the Higher Education Secretariat regarding the Service Structure case and expedite the process of formation of the Service Rules.
                Mr. Zia ud Din Farooqi, General Secretary PCLA and Librarian, Govt. College for Boys, Gulberg, Lahore, has been appointed the Liaison Officer upon recommendation of PCLA. Mr. Farooqi will take over the charge of this position tomorrow and start his honourable duties in Secretariat of Higher Education, Punjab. Best of Luck to Mr. Zia Farooqi for his new responsibilities! He is taking up a difficult job for the benefit of the Punjab College Librarians.
                1. The PCLA delegation also has been able to negotiate notification of some pending cases, with immediate effect. So, there is a very good news for the 30 College Librarians, as follows:
                      28 Librarians (16 in Male Colleges and12 in Female Colleges) who had MLIS Degrees, but had their appointments in Grade 16 with personal Grade-17, who had been cleared by the Departmental Promotions Committee (DPC), will be given the Regular Grade 17 within a week next to Eid.
                      2 College Librarians who had reached the seniority level for Grade 18, and had been cleared by the Departmental Promotions Committee (DPC), will be given the Regular Grade 17 within a week next to Eid.
                      Cases of the 2 more College Librarians who had reached the seniority level of Grade 19, and had been cleared by the Provincial Selection Board, will be immediately sent to Chief Minister and their promotions notification will be issued within two weeks following Eid holidays.
                PCLA sets another standard of leadership with dedication and spirit!

                I am responding this email to that person who has written this email because it is not written by respected Shahid Rafiq Bhutta.

                I dont know whether this is an effort to divert the PLA office bearers or just to engage them in non-issues. This might be an effort to grab the attention of my young colleagues who are suffering due to this job vacant position issue. I am not going to change the words but just here to tell the actual story which I personally know and have gone through.

                1. On August 07, 2009 at Press Club, Lahore, Dr. M. Ramzan, Anwar Ch. and me had press conference and few lines which were reported in PLAP NewsLetter which was published under editorship of Madam Bushra Almas Jaswal. Dr. Ramzan said 

                "He stressed that Government must announce the vacant positions of Librarians in Colleges which have not been announced for more than ten years. This has created the situation of market saturation and young professionals are facing difficulties in finding new jobs. He also told that male and female professionals are being exploited because of this reason. He asked the government to approve four-tier structure for college librarians. Mr. Anwar and Mr. Shahid also spoke at the occasion.

                2. The day (08th August 2009), last PLA Punjab body took over, we started our struggle for this very important issue. On Oath Taking day, elected President PLA Punjab emphasized and same was reported by me in 1st Issue of PLAP News letter. Just few lines of speech of then DPI, Mr. Razzaq Cheema

                "He said the Punjab higher education department would now initiate a four-tire structure for librarians and send requisition to the Punjab Public Service Commission for the recruitment of librarians in   BPS-17. He said a large number of librarians’ posts were lying vacant in colleges which will be filled in due course of time".

                3. I think my email on December 09, 2012 which is available in archives of PLWO and Paklag would be enough to find my personal view point in which I requested all the stake holders to play their role for this very important issue.

                4. A poll was also created to check the view point of people to find out ways to solve this issue. You can check the results on PLWO Group.

                5. In 3rd meeting of PLA Punjab, the same issue was discussed and committee was formed also reported to PLAP Newsletter.

                6. A separate move was also started to solve this issue using plateform of Pakistan Librarians Welfare Organization. Letters were written to all concerned. Press releases were given. Assembly question was also raised through MPA. Details were shared through attachments with email of the undersigned on March 05, 2012. Just a link of news

                8. My Email on groups on April 27, 2012 would be enough to understand the role of stake holders in this regard.

                9. On the request of the undersigned CM, Punjab issued directive to Secretary, Higher Education to announce the vacant positions of Librarians in Colleges.

                10. A number of times, President PLA Punjab issued press releases and gave his statements to ask government of the Punjab to announce positions. At number of occasion in TV talk shows, newspapers forums this issue was raised.In personal visits to Secretariat, Dr. Ramzan, Ch. Hanif, Anwar Ch and other colleagues continuously raised this issue.

                I was working on this very special issue but stop my working when I received call from Mr. Iqbal Hussain Asad who convinced me that announcement of these positions in BPS-16 would definitely disturb their case of Service Structure. I believe Mr. Rafiq Shahid Bhutta and Mr. Iqbal Hussain Asad have been working for the betterment of this profession and they contributed a lot. I have acknowledged them a number of times and we are in contact with each other.So it was mutually decided that struggle for the announcement of vacant positions would be re-initiated after solution of service structure issue.

                I hope my other colleagues from PLA HQ and PLA Punjab would more clarify the matter. If I could not get proper response from colleagues, I would better better decide to resign. Enough is enough. We have to stop this, we should encourage those who are sparing time for this profession and should discourage those who are just trying to divert the thinking of people. We should understand who are playing behind and whose fingers are typing. We should also understand the people who become biased when they sit on the seat of justice. We should leave Munafqat now.

                I understand this would be difficult to digest but I have already been victimized and this is being spread to my close and dear ones. I am ready for future consequences as well.I am grateful to all those who supported me and stood with me through thick and thin.

                  This is a trap to divert our attention and efforts into blame game and ... politics. However, i would request and urge you to continue good solid work that you are doing.

                  Improvements in the status of librarians and libraries will come through; homework, working papers that you are preparing; our clear vision and strategy; our sustained efforts; and commitments made by the Government departments.

                  On behalf of PLA I have received three letters from Higher Education department regarding principle agreement with our agenda, nomination of Deputy Secretary (SI) as focal person to discuss and resolve librarians issues and a request to PLA Punjab for a presentation and proposals for implementation. We are meeting on November 09 to discuss our future line of action and meet the Secretary Higher Education, Secretary schools and other officials. From our side Ms. Sajida Nusrat (who is SO in Higher Education Department), Member PLA Punjab coordinates on daily basis.

                  We have decided to share only solid news through Secretary PLA (Punjab) and he is doing this efficiently. So don't be discouraged and continue good work, we are on the right track.

                    Dear Shahid,

                    I appreciate your argument. I am eye witness of many of your efforts for betterment of the profession.

                    What I believe is that there is no confusion among PCLA, PLA, PLWO, PULISAA and PakLAG in the matters of professional development. They all have been struggling their best in this regard and at most of the occasions they have been helping each other.

                    The need is to identify those who consider themselves the 'true representatives' and 'well wishers' of librarians and try to create confusion among different groups. Their only purpose is to not let librarians gather on a common platform for common goals. They have their personal grudges with some personalities and always try to undermine their efforts. They are expert in using email groups for their malicious intentions. These people should be discouraged.

                    I suggest that Mr. Bhutta should come forward himself and clear his position. Who is using his email account and creating confusions? What is his actual view point?

                    Being a small and under developed profession in this country, are we in a position to afford controversies and confusions in our collective efforts?

Now Mr. Shahid Bhutta also accepted that they  are working on this agenda since last two years. Madam Bushra who is working in University and on the designation of Associate Professor, in this way she is not a college librarian. She did not know about PCLA, it function and role 6 month before. Now she is working as spokesperson of PCLA. I dont know in which capacity while she is not college librarian leading PCLA.

                      Dear Colleagues,

                      I am responding this email to that person who has written this email because it is not written by respected Shahid Rafiq Bhutta.

                      I dont know whether this is an effort to divert the PLA office bearers or just to engage them in non-issues. This might be an effort to grab the attention of my young colleagues who are suffering due to this job vacant position issue. I am not going to change the words but just here to tell the actual story which I personally know and have gone through.

                      1. On August 07, 2009 at Press Club, Lahore, Dr. M. Ramzan, Anwar Ch. and me had press conference and few lines which were reported in PLAP NewsLetter which was published under editorship of Madam Bushra Almas Jaswal. Dr. Ramzan said 

                      "He stressed that Government must announce the vacant positions of Librarians in Colleges which have not been announced for more than ten years. This has created the situation of market saturation and young professionals are facing difficulties in finding new jobs. He also told that male and female professionals are being exploited because of this reason. He asked the government to approve four-tier structure for college librarians. Mr. Anwar and Mr. Shahid also spoke at the occasion.

                      2. The day (08th August 2009), last PLA Punjab body took over, we started our struggle for this very important issue. On Oath Taking day, elected President PLA Punjab emphasized and same was reported by me in 1st Issue of PLAP News letter. Just few lines of speech of then DPI, Mr. Razzaq Cheema

                      "He said the Punjab higher education department would now initiate a four-tire structure for librarians and send requisition to the Punjab Public Service Commission for the recruitment of librarians in   BPS-17. He said a large number of librarians’ posts were lying vacant in colleges which will be filled in due course of time".

                      3. I think my email on December 09, 2012 which is available in archives of PLWO and Paklag would be enough to find my personal view point in which I requested all the stake holders to play their role for this very important issue.

                      4. A poll was also created to check the view point of people to find out ways to solve this issue. You can check the results on PLWO Group.

                      5. In 3rd meeting of PLA Punjab, the same issue was discussed and committee was formed also reported to PLAP Newsletter.

                      6. A separate move was also started to solve this issue using plateform of Pakistan Librarians Welfare Organization. Letters were written to all concerned. Press releases were given. Assembly question was also raised through MPA. Details were shared through attachments with email of the undersigned on March 05, 2012. Just a link of news

                      7. On March 19, 2012, I shared another document in the shape of letter which was written to DPI by Secretary, Higher Education Punjab to provide details about vacant positions of Librarians.

                      8. My Email on groups on April 27, 2012 would be enough to understand the role of stake holders in this regard.

                      9. On the request of the undersigned CM, Punjab issued directive to Secretary, Higher Education to announce the vacant positions of Librarians in Colleges.

                      10. A number of times, President PLA Punjab issued press releases and gave his statements to ask government of the Punjab to announce positions. At number of occasion in TV talk shows, newspapers forums this issue was raised.In personal visits to Secretariat, Dr. Ramzan, Ch. Hanif, Anwar Ch and other colleagues continuously raised this issue.

                      I was working on this very special issue but stop my working when I received call from Mr. Iqbal Hussain Asad who convinced me that announcement of these positions in BPS-16 would definitely disturb their case of Service Structure. I believe Mr. Rafiq Shahid Bhutta and Mr. Iqbal Hussain Asad have been working for the betterment of this profession and they contributed a lot. I have acknowledged them a number of times and we are in contact with each other.So it was mutually decided that struggle for the announcement of vacant positions would be re-initiated after solution of service structure issue.

                      I hope my other colleagues from PLA HQ and PLA Punjab would more clarify the matter. If I could not get proper response from colleagues, I would better better decide to resign. Enough is enough. We have to stop this, we should encourage those who are sparing time for this profession and should discourage those who are just trying to divert the thinking of people. We should understand who are playing behind and whose fingers are typing. We should also understand the people who become biased when they sit on the seat of justice. We should leave Munafqat now.

                      I understand this would be difficult to digest but I have already been victimized and this is being spread to my close and dear ones. I am ready for future consequences as well.I am grateful to all those who supported me and stood with me through thick and thin.

                        Dear Naushad,

                        It’s not Only Madam Bushra; everyone is wicked than others. If madam Bushra or anyone is using the accounts of Mr. Mr. Bhutta, it’s his professional obligation to rectify the situation. But if he is enjoying convulsed speech delivered from his account he is the mischief-monger who washes his hands of the crime after instigating

                        Secondly, Mr. Saroya has suffered a lot and one who has not suffered cannot understand the suffering of others.  I will request Mr. Bhutta to come forward and clear the situation. It’s for sure anyone what so ever he or she is who is using anyone’s account is not the well-wisher of this profession and really want to disperse us in bit and pieces. So be aware of the fact!

                        What I believe is that there is no confusion among PCLA, PLA, PLWO, PULISAA and PakLAG in the matters of professional development. They all have been struggling their best in this regard and at most of the occasions they have been helping each other.

                        The need is to identify those who consider themselves the 'true representatives' and 'well wishers' of librarians and try to create confusion among different groups. Their only purpose is to not let librarians gather on a common platform for common goals. They have their personal grudges with some personalities and always try to undermine their efforts. They are expert in using email groups for their malicious intentions. These people should be discouraged.

                        I suggest that Mr. Bhutta should come forward himself and clear his position. Who is using his email account and creating confusions? What is his actual view point?

                        Being a small and under developed profession in this country, are we in a position to afford controversies and confusions in our collective efforts?

                           I am also an eye witness of  almost all the efforts made by PCLA, PLA and other stakeholders in this regard. I was a member of PCLA team who drafted and submitted application for service structure of college librarians in the leadership of Mr. Abdul Majeed Khan Sajid (Founder president of PCLA). Majority of the college librarians is aware of the fact that I was given the responsibility by PCLA to persue this application and I chased for so many years in the companionship of other respectable colleagues. The efforts of Mr. Rafique Shahid Bhutta after being PCLA president and other colleagues are worth mentioning. On desire of Abdul Majeed Khan Sajid, PLA (Punjab) took the responsibility to play an active part to resolve this issue. The facts can be verified from Mr. Sajid through his cell no. 03006341297. The efforts of PLA Punjab are really appreciable. I was also a member of PLA team who met Secretary Higher Education and other concerned officers several times to resolve this issue . 
                           First of all, we are thankful to Allah Almighty on HIS kindness and then all other stakeholders who contributed in this regard. The efforts of College Librarians of Multan who knocked the door of Honourable Lahore High Court Multan Bench are admirable. Mr. Allah Ditta from Gujranwala and Sajid Sahib from Alipur Chathha also struggled from their end.
                          Now implementation of service structure is an other issue.It is time to join hands and gather on a common platform to resolve common issues of library community. Dr. Khalid Mahmood's suggestions are appreciable. Mr. Bhutta should come forward to clear the ambiguity. We all should try to eliminate all controversies and confusions to prosper our profeesion. May Allah Almighty help us.

                            Dear Shahid, my colleagues in PLA and the profession

                            This is a trap to divert our attention and efforts into blame game and ... politics. However, i would request and urge you to continue good solid work that you are doing.

                            Improvements in the status of librarians and libraries will come through; homework, working papers that you are preparing; our clear vision and strategy; our sustained efforts; and commitments made by the Government departments.

                            On behalf of PLA I have received three letters from Higher Education department regarding principle agreement with our agenda, nomination of Deputy Secretary (SI) as focal person to discuss and resolve librarians issues and a request to PLA Punjab for a presentation and proposals for implementation. We are meeting on November 09 to discuss our future line of action and meet the Secretary Higher Education, Secretary schools and other officials. From our side Ms. Sajida Nusrat (who is SO in Higher Education Department), Member PLA Punjab coordinates on daily basis.

                            We have decided to share only solid news through Secretary PLA (Punjab) and he is doing this efficiently. So don't be discouraged and continue good work, we are on the right track.

                            Dear Colleagues,

                            I am responding this email to that person who has written this email because it is not written by respected Shahid Rafiq Bhutta.

                            I dont know whether this is an effort to divert the PLA office bearers or just to engage them in non-issues. This might be an effort to grab the attention of my young colleagues who are suffering due to this job vacant position issue. I am not going to change the words but just here to tell the actual story which I personally know and have gone through.

                            1. On August 07, 2009 at Press Club, Lahore, Dr. M. Ramzan, Anwar Ch. and me had press conference and few lines which were reported in PLAP NewsLetter which was published under editorship of Madam Bushra Almas Jaswal. Dr. Ramzan said 

                            "He stressed that Government must announce the vacant positions of Librarians in Colleges which have not been announced for more than ten years. This has created the situation of market saturation and young professionals are facing difficulties in finding new jobs. He also told that male and female professionals are being exploited because of this reason. He asked the government to approve four-tier structure for college librarians. Mr. Anwar and Mr. Shahid also spoke at the occasion.

                            2. The day (08th August 2009), last PLA Punjab body took over, we started our struggle for this very important issue. On Oath Taking day, elected President PLA Punjab emphasized and same was reported by me in 1st Issue of PLAP News letter. Just few lines of speech of then DPI, Mr. Razzaq Cheema

                            "He said the Punjab higher education department would now initiate a four-tire structure for librarians and send requisition to the Punjab Public Service Commission for the recruitment of librarians in   BPS-17. He said a large number of librarians’ posts were lying vacant in colleges which will be filled in due course of time".

                            3. I think my email on December 09, 2012 which is available in archives of PLWO and Paklag would be enough to find my personal view point in which I requested all the stake holders to play their role for this very important issue.

                            4. A poll was also created to check the view point of people to find out ways to solve this issue. You can check the results on PLWO Group.

                            5. In 3rd meeting of PLA Punjab, the same issue was discussed and committee was formed also reported to PLAP Newsletter.

                            6. A separate move was also started to solve this issue using plateform of Pakistan Librarians Welfare Organization. Letters were written to all concerned. Press releases were given. Assembly question was also raised through MPA. Details were shared through attachments with email of the undersigned on March 05, 2012. Just a link of news


                            7. On March 19, 2012, I shared another document in the shape of letter which was written to DPI by Secretary, Higher Education Punjab to provide details about vacant positions of Librarians.

                            8. My Email on groups on April 27, 2012 would be enough to understand the role of stake holders in this regard.

                            9. On the request of the undersigned CM, Punjab issued directive to Secretary, Higher Education to announce the vacant positions of Librarians in Colleges.

                            10. A number of times, President PLA Punjab issued press releases and gave his statements to ask government of the Punjab to announce positions. At number of occasion in TV talk shows, newspapers forums this issue was raised.In personal visits to Secretariat, Dr. Ramzan, Ch. Hanif, Anwar Ch and other colleagues continuously raised this issue.

                            I was working on this very special issue but stop my working when I received call from Mr. Iqbal Hussain Asad who convinced me that announcement of these positions in BPS-16 would definitely disturb their case of Service Structure. I believe Mr. Rafiq Shahid Bhutta and Mr. Iqbal Hussain Asad have been working for the betterment of this profession and they contributed a lot. I have acknowledged them a number of times and we are in contact with each other.So it was mutually decided that struggle for the announcement of vacant positions would be re-initiated after solution of service structure issue.

                            I hope my other colleagues from PLA HQ and PLA Punjab would more clarify the matter. If I could not get proper response from colleagues, I would better better decide to resign. Enough is enough. We have to stop this, we should encourage those who are sparing time for this profession and should discourage those who are just trying to divert the thinking of people. We should understand who are playing behind and whose fingers are typing. We should also understand the people who become biased when they sit on the seat of justice. We should leave Munafqat now.

                            I understand this would be difficult to digest but I have already been victimized and this is being spread to my close and dear ones. I am ready for future consequences as well.I am grateful to all those who supported me and stood with me through thick and thin.
