      This achievement is indeed a milestone in the history of college librarianship in Pakistan.

      I congratulate all

      who chalked out a plan for these demands,
      who went to the court,
      who contacted the Punjab government,
      professional organizations who pursued the case whether they are PCLA, PLA, or others,
      my elder brother Abid Ali Gill who fought the case of librarians very bravely,
      who appreciate these efforts and celebrate this happy occasion,
      and who want to take credit legitimately or falsely.

      We all are happy. Please be united in future and enjoy the fruits of your efforts.

      The Punjab College Librarians have been struggling for improvement of their Service Structure since quite long, going back and forth in various sections and Departments of Punjab Secretariat. But these incredible people never gave up their efforts and finally achieved their goals.
       
      Ultimately, 13 librarians of Multan under the flag of PCLA, filed a petition in the court to expedite the decision over their case.
       
      In response to the court decision, a high-level Special Committee meeting was held on Saturday, June 02, 2012 at Civil Secretariat, Punjab, comprising the following:
       
      1.      Secretary, Higher Education, Punjab
      2.      Secretary, Regulations, Punjab,
      3.      Secretary, Finance, Punjab.
      4.      Abid Ali Gill, Chief Librarian, Quad-e-Azam Library, Lahore (invited as Library Expert)
       
      The following decisions proposed by the PCLA, were made:
       
      1.      A 4-Tier Service Structure from starting Grade 17 to 20 was approved for Librarians working in College libraries of Punjab.
      2.      The existing Grade 16 was declared as Dying Grade and it was approved that the few Librarians (with Diploma in Library Science) which are in grade 16, will be promoted to Grade 17.
      3.      The positions of Lecturers in Library Science will be separately announced in the College Lecturers Cadre and not mixed up with Librarians positions.
      4.      The Service Rules of Librarians will be revised and updated to meet the new Service Structure.
       
      These decisions will have far reaching and highly significant impacts for the library profession in Punjab. It will not only improve the salaries and promotions opportunities, but also improve the status of Librarians in Colleges of Punjab. Also, separate positions of Library Science Lecturers in Punjab Colleges, will improve the job opportunities for library professionals.
       
      The minutes of this meeting will be issued later.
       
      Meanwhile, friends, KUDOS to the tireless efforts of the following dedicated PCLA representatives whose devoted hard work has been all the way behind this remarkable achievement.
       
      Lets offer special thanks and salutations to the following dedicated Librarians who played key role in this incredible development to improve the lives of their fellow professionals:
      1.      Mr. Rafique Shahid, President PCLA (For following and pushing the case all the way up to the Special Committee Meeting)
      2.      Mr. Iqbal Hussain Asad (who also has obtained the income-tax rebate for librarians)
      3.      Mr. Zia ud Din Farooqi
      4.      Major(R) Abdur Rehman, MPA (for all his support towards the cause)
      5.      Mr. Abid Ali Gill (Lib. Expert to the special meeting)
      6.      The 13 brave librarians of Multan (for coming forward voluntarily for the benefit of community.)
       
      (Yeh log hamarey mohsin hain or zinda qomain apney mohsinon ko faramosh nahin kia kartin!)
       
      PCLA is the best example of Librarians working together for librarians, going through thick and thin, and volunteering their personal time, effort and money for solving community problems.
      Active Associations and selfless leaders fight in the hard fields while their members stay comfortably in their homes and work places.
       
      Associations cannot be run sitting in air-conditioned offices and drawing rooms. Library Association Leaders have to be from the Librarians Community to understand the roots of problems and work for viable solutions.
       
      PCLA! We thank you for your exemplary leadership and your sincere hard work to improve the lives of Librarians in Pakistan.
