I installed the latest active-state perl for windows, and the free
version of MS Visual Studio 8 with the matching SDK. After fiddling
with INCLUDE, PATH, and LIB environment files, I got 'cl' to
appearantly work, but the build bombs out in the testing phase
due to an error related to MSVCR80.dll:

perl.exe - Unable to Locate Component
This Application has failed to start because MSVCR80.dll was not
found. Re-installing the application may fix this problem.

      Any ideas?

Here is output of the build process:

Any particular reason you're not using ppm and the documented install
        procedure?

I can try the ppm method...I was just used to using the MCPAN method
on Linux, so thought it would be the way to go on Windows as well.

          Thanks for the suggestion.
