sybase server connectivity
In order to connect to Sybase SQL server the following
command is used.
$dbproc = &dblogin('login','passwd', 'SERVER_NAME');
But is there any way to specify the the thrid
parameter(SERVER_NAME) as server IP address and port
number like 'A.B.C.D:port_no'. Because most of the
times the script gets IP address and port no instead
Help on this is appreciated.

That's not the command used by the modern DBI/DBD for Sybase.
You're either using a home-grown solution, or software from ten years
In either case, asking this list won't help.
