        Is this dynamic? Like I can choose to sacrifice four regular slots today and then make it 2 tomorrow?
         
        IF that is the case then the only method is GM/Player monitoring.
         
        If that's not the case, then you can bonus the spells cast per day.

            Just add 1 to the spell level you want. Since I don't know of any way to distinguish specialist spell vs. general, you'd just need the extra casting.
             
            Again look at the docs - look for list tag index and go to the bonus tags under the B section. Click it and scroll down near the end.

                editor.. but now when i give my char the new, edited class, he
                doesn't get any spells.. i made a copy of the wizard and only added
                the "BONUS:SPELLCAST|CLASS=Wizard;LEVEL=x|1" where x is the odd level
                when you get a new spell level. but now i get no spells..

                  And KNOWNSPELLFROMSPECIALTY is a bit of a misnomer, since it is really
                  casting, and not KNOWN.

                  Andrew, if you feel like testing to make sure I haven't done something
                  crazy from old memory, we might need to improve the docs?

                            You will want to change the COST to 3, not the PROHIBITCOST. :)

                                  so you leave the original alone but don't risk losing your changes.
