Nothing psionic uses this mechanic, I'll try to explain:
The way "Specialty" powers are used is that, for example, Telepathy
Discipline powers are not accessible to any other discipline of psion. In
order to aquire the discipline power the psion uses one of his normal
powers known the learn it. this same approach is taken with all the psion
classes I have seen, including ones from Complete Psionic and Untapped
      Potential (by Dreamscarred Press)

Still doesn't solve my problem, however, of figuring out whether
        KNOWNSPELLSFROMSPECIALTY is working correctly...

I'll check this week - Complete Mage "Focused Specialist" for an NPC
I'm toying with. Looking to do that via more SUBCLASSes - "Focused
Evoker" for example. I've got a feeling it currently isn't really
          looking at the number atm.

Tir, no need to test anything - you'll note I confused myself between
KNOWN spells and CAST spells when I was looking at this. It is
correctly (if a bit strangely) applied to known spells.
