to do with CMP and EVERYTHING to do with the publisher.
Look at Bastion... CMP is going to make sets for sale despite the fact
that their books are almost 100% OGC and will be in the free PCGen
distro if anyone ever gets around to creating them. Why? Because
that's what the publisher wants.
