    You also need to make sure you add the applicable languages to your RACE.LST file. That file determines what languages a certain race starts out with, as well

      You also need to make sure you add the applicable languages to your
      RACE.LST file. That file determines what languages a certain race starts
      out with, as well as what "bonus" lanugages can be selected (as per the
      PHB).
