      Instead of a kickoff, the team that would be kicking off gets the ball on
      its own 30, facing 4th and 15 and can either punt it away (so a punt
      basically replaces the kickoff) or run a play (including a fake punt). If
      they don't punt it away and get the first down they keep the ball (so
      converting that 4th and 15 would be the replacement for an onsides kick).
      If they fail to get it, the defense gets the ball where it's blown dead.
      (replacing a failed onsides kick).

      His rationale is that it still allows for a return, but would result in
      fewer injuries as injury rates on punts are lower than on kickoffs.
