Instead of DPI being the spot of the foul, change
it to: "spot of the foul or half the distance to
the goal, whatever is the smaller amount of yards."
The automatic first down would remain.
So if offense is on its own 40 and there's DPI
at the goal line, it would be a 30 yard penalty
(half of 60) and the ball would be on the defense's
Or if the offense was on the defense's 30 and the DPI
is at the 20, that's where the ball would be placed
because that's less than the 15 yard halfway to the goal.
Idea would be to continue to discourage DBs from just tackling
a receiver who beat them (because you could still have pretty
big penalties) but would prevent handing teams freebie TDs.
