***** Having spent 15 months in Shanghai, working for Boeing, I have to believe that it was the difficulties in dealing with the Chinese government in finalizing plans that caused the cancelation. The civilians are intelligent, logical, friendly people. The government is so screwed up with egos, beaurocracy, mistrust, and corruption that everything takes two to three times as long as it should to get done. And in China, the government is involved in EVERY business activity larger than a noodle shop!
