      In light of recent events regarding "Flash Mobs", there have been a number of incidents involving our youth and violent assaults on the streets of Philadelphia.  The media is depicting African American youth as young as 11 years old as participating in random acts of violence on video.  The events are happening more often and becoming more violent.  Since these youth also have the highest drop out  rate and truancy rates as well as being categorized as "more likely to kill or be killed", this situation requires an urgent, strategic and organized response.

      Most of the individuals who are on this email list  represent essential resource and that is why I am reaching to you for assistance.  It is only through a combined, collaborative and open process will we be able to address this situation.  

      Please send me your ideas and methodology for a proactive approach to addressing this matter.

      In your comments/responses please include your ideas on the causes of Flash mobbing and your constructive ideas for a positive solution.

      While I know you are busy, please take the time to respond to this email.  We will be working to bring together the appropriate community leaders including youth to help address this "emergency situation.
