Why don't RPCVs get adequate Medical Coverage for events which happened to them in their service?

I was very happy to find your email this morning in my inbox. Wow! You mean there are others in my situation (I sort of figured that). To make a long story longer, as you'll read below, I'm considering suing the United States Peace Corps, and have spoken via telephone with a Pro-bono lawyer, who is somewhat interested in my case.
I tried to join the Yahoo Group, at the link below, but it appears I must be admitted by the Organizer, or something to that effect.
So, I'd like to share with you a short version of my story. While serving in Morocco, I had a medical issue. I had Never Had this issue prior to Morocco. It happened During My Service. I saw the Peace Corps Medical Officer several times on this issue, and well as visited an in-country specialist. It seemed as thought the problem was corrected. Indeed, unfortunately it was not.
After returning home, the issue re-appeared. As I have NO medical insurance (yes, I work at the United Nations - and that's a whole other can o worms), I needed to see a specialist, which cost me several thousand dollars, of which I had to put on my credit card. Peace Corps said I would be reimbursed. I jumped through their several spiked hurdles, scraping myself on the way. I was told by the Office of Worker's Comp that my claim had been accepted. However, after I submitted and resubmitted my paperwork, I was finally contacted via mail and given a check for $63.45. The letter said that this was all that PC was liable for. Thank you very much Peace Corps - I'm very happy that I volunteered to serve with such an outstanding organization. I bet you not that it's founder and creator, Kennedy, would NEVER have allowed this.
Similarly, I hear all too often about our service men and women coming home, and not receiving the benefits they are entitled to. I'm outraged and disgusted by this, as well as many other things in our current administration. It pains me to watch the news or even glance at the headlines in a newspaper anymore.
So, I was, needless to say, VERY HAPPY to receive this email this morning.
