        So in this specific instance , does the bigpic.jpg

          So in this specific instance <img src="smallpic.jpg"  onmouseover="overlib('<img src=\'bigpic.jpg\' > />')" onmouseout="return nd();"/>, does the bigpic.jpg load at the same time when the page loads? or it waits for the event onmouseover to trigger it?

            No it doesn't. It loads the first time that you invoke the triggering
            event in which case it is loaded to your browser's cache. On first
            invocation, there may be a 'significant' amount of time before it
            fully displays but once in your cache it should display almost
            instantly. That is primarily the reason that you use some sort of
            preload code to download the image before display.
