      I retired from a major contractor.  The reason you see this is a contractor, such as Boeing is designated the Prime Contractor in a program, an because of the large contracts, they are required to sub  contract out 20% of the work, by the government, and inject commerce to local small businesses, as well as provide full benefits, equal opportunity, etc.  The government gives these contracts like this because the government wants  the wealth shared within communities, and that the big companies inject work and business to surrounding small businesses, like small job shops, or in some cases sub to large contractor for major components.  It even brings business to places like lunch places near plants, outside construction companies doing work to built plants, etc. etc.

      Today aircraft are rarely built by a single manufacturer. The industry is
      specialized in many areas and Congress has seen fit to micro manage our
      military spending to such an extent to democratize literally every smidg'n
      curbic inch to such a degree that you might be surprised to find out your
      Aunt May's sewing circle may very well have a contract for some. This was
      not the case until the late 70's...or Post-Nam...

      IIRC, the B-1 had suppliers in 48 states and that policy has been repeated
      many times since then. A friend who worked in the F-16 System Program Office
      in the 90s told me the Navy equivalent was them wanting to homeport ships in
      every state, including the landlocked ones.  :-)
