      In light of the proposed rapprochement with the MP not being
      conducive to the well-being and benefit of the ROCA, as witnessed by
      the Metropolitan's two encyclicals, and, as the Metropolitan's
      guidance is needed now, more than ever.

      Moreover, as the Act cited below is contrary to the Holy Canons and
      the Statues of the ROCA, with implications not only for the current
      Metropolitan, but subsequent Metropolitans, and for the entire ROCA,

      he would be advised to execute the following:

      1) Rescind his retirement notice, effective immediately.

      2) Submit in writing his protest against the Act (cited below) of the
      Synod of Bishops for their review.

      The protest must include:

      a) The Statutes of the ROCA make no provision for a synodal
      position "Deputy to the First Hierarch."

      b) The Statues do not allow for the canonical and statutory powers
      to be stripped from the he Metropolitan and invested in said
      "Deputy". Most specifically:

      * The canonical authority to govern his diocese.

      * The authority to convoke the Sobor of Bishops.

      c) The Synod of Bishops cannot subordinate its official actions
      signatory approval of the "Deputy".


      3) Summon the Synod of Bishops and call for a vote on the Act.

      4) If the Synod of Bishops repeats its approval of said Act, then he
      should stay its execution, in accordance with Article 38 of the
      Statutes of the ROCA.

      5) Appeal the Act to the Sobor of Bishops.

      This can be accomplished with the simple issuance of two letters, the
      protest and the stay of execution. It will resolve the immediate
      administrative crisis, and allow for a proper consideration for the
      future well being of the ROCA.
