this was well known at the time. Metropolitan Philaret signed them.
ROCOR did not have any intention of "pronouncing the anathema against
ecumenism" -- as witnessed by the fact that it first was composed *in
English*. There was, in 1983, not a single ROCOR bishop whose first
language was English: if the bishops had written the anathema, they
would have written it first in Russian/Slavonic, and then it would have
been translated into English.
What happened in 1983 was that one bishop, I believe Vl. Afanassy, said
in passing in his speech that "we ought to include the ecumenists and
modernists among those anathematized on the Sunday of Orthodoxy".
There was no vote on the matter, but to please the group that now is
HOCNA, Bishop Gregory (Fr. George Grabbe) put this into the minutes of
Metropolitan Philaret deferred to Fr. George's judgment in most matters.

But they were all smokescreens for those who left ROCOR for reasons of

VK: The clergy of France did not do it improperly. They introduced a
perfectly correct canonical complaint. They promised in advance,
according to the canon law, to abide by the verdict of the Synod,
provided only the Synod would consider the matter.
As a consequence, hey were quickly suspended and then defrocked,
without hearing. This is a fact, independent of the opinion that one
may have on the outcome of the judgement of Vl. Ambrose.
Conversely, the Sobor who, in violation of the Holy
canons, "suspended and defrocked" the clergy of France, by virtue of
the Holy Canons themselves, is subject to the the very punishment
unjustly inflicted : is it is suspended and defrocked.

VK: It is not even possible anymore to examine anything, since the
first hand testimonies (the clergy suspended and defrocked) are no
more there to testify.
