      Excerpt: (last paragraph) "Tax reform should move us in the direction of taxing consumption rather than saving and investment."
      The gist of the article is that the child tax credit is wholly inadequate; the author needs some push to get it all right.
      The NCPA title of their link to the Bloomberg article is their own creation. NCPA has heretofore favored a "flat(income)tax".
      Getting these people to go beyond partial solutions is like pulling teeth.
