AMENDMENTS TO REGULATION OF THE CHANCELLOR
Subject: REASONS FOR DISCHARGING STUDENTS
I. Description of the subject and purpose of the proposed item under consideration.
Chancellor’s Regulation A-240 sets forth the policies concerning transfer and discharge of students in the New York City public school system. The prior version of the regulation, dated September 5, 2000, will be amended in the following respects: (1) a distinction between transfers and discharges is made; (2) the requirement of verification of the reason for discharge is added to the description of each discharge; (3) the requirement of maintaining documentation of the basis for discharge or transfer, in accordance with the Transfer, Discharge, and Graduation Guidelines, is clarified; (4) the requirement that children whose fifth birthday falls within the calendar year of admission must attend kindergarten, unless their parents elect instead to enroll them in first grade the following academic year, is added; (5) titles and offices are updated to reflect current Department of Education organization.
