      Using the help to another question I found a partial answer. I used

      ^!Set %varIMG%=^?{(T=O;F="Image Files|*.gif;*.png;*.jpg;*.jpeg")Image
      file name};
      ^!InsertHtml <IMG SRC="^%varIMG%">

      Typing the file this works perfectly. But selecting the file through the
      button I had two choices:
      T=T shortens paths to relative ones if applicable and changes
      backslashes to forward ones. But it also adds not only "SRC=" and quotes
      but also the unwanted width and height tags.
      T=O avoids the latter problem but returns paths the wrong way.

      But hey-ho there's functions. This works (extra linefeeds added for
      legilbility, delete before using):

      ^!Set %varURL%=^?{Enter a URL};
      %varIMG%=^?{(T=O;F="Image Files|*.gif;*.png;*.jpg;*.jpeg")Image file
      %varALT%=^?{Image text description};
      <A HREF="^%varURL%">^P
      <IMG SRC="^$FileToUrl("
      ^%varBORD% ^%varALI%^PALT="^%varALT%"></A>

      Perhaps someone can make use of this. It has solves my biggest criticism
      I had using noteTab.
