        The next likely is converse of what you seek (converts an rss file into an html file). But, Perl, on www.cpan.org there's plenty capability to do what you want. And, Perl interfaces rather nicely with Notetab. And, the same xml::rss perl module I used, as well as convert to human readable form, this module's primary purpose is to do what you want which is to create an rss file.
