I regularly have that problem on my old slug (unslung 3.18) although in my case it fails after ssh starts but before some of the other services and the reason is logged in /var/log/messages. When dns-masq starts it tries to write to its lease file but quotacheck hasn't run so the disk hasn't remounted read/write. Everything else that expects to see a working DNS server on 127.0.0.1 then fails.
