      [Topic3::TopicText] will find the first occurrence of TopicText starting ay
      the beginning of Topic3, regardless of where I am in the outline document.

      [ Topic3::TopicText] will not, becsuse of the space.

      I don't think it makes any difference if the topic you want comes before or
      after the current one.

      To go to another topic:
      [topic]
      To find the first occurrence of some text in that topic add ::someText
      [topic::someText]
