      No, it’s what Alan has. (Even given the occasional oddities
      of ON word order, the <til> pretty clearly goes with <hafa>,
      not <vill>.) For <hafa til> 'to have, possess' see CV s.v.
      <hafa> A.6.α.

      I think that <mest> modifies <eiga undir>: ‘but you, Snorri,
      are the third man such that (<svo ... að>) I will most
      depend on the counsels that seem to me of greatest
      importance, for you have ...’.

      I suspect that the intended sense is closer to ‘most depend
      on the counsels in matters that seem to me of greatest
      importance’.
