      FIRE SPREAD HAS SLOWED DUE TO FAVORABLE CONDITIONS; LOWER WIND SPEED &
      SLIGHTLY HIGHER HUMIDITY. ON 7/29 CREWS WERE SUCCESSFUL IN SECURING
      LINE ON THE NE FLANK & BUCKET DROPS WERE VERY EFFECTIVE ON HOT SPOTS.
      ON 7/30 CREWS WILL CONTINUE TO SECURE THE NE LINE & SHOULD COMPLETE
      LINE CONSTRUCTION. CONCERNS FOR FIREFIGHTER SAFETY CONTINUE TO BE

      Crews are working on completing the final 1.5 miles of burnout to tie
      the fire together. The burn out is along dozer and handline running
      East-West from South Coast Ridge Road to the bottom of Willow Creek.
      Mop-up and fire suppression rehab are under way in all other Divisions
      on the fire. Limited Demob has begun.

      Good progress made on meeting structure protection objectives today.
      Fire made significant runs toward Agua Tibia ridge (primary control
      line within the wilderness). Contingency plans are being made which
      would substantially increase acres burned (est. 30,000+) and increase
      complexity due to 2 additional Tribal governments, state parks and an
      additional jurisdiction. Cost apportionment is underway today.
      Critical need: 5 Type II helicopters to transport and support
      handcrews within the Wilderness for firefighter safety. If contingency
      plan is implemented, there would be significant increase risks to
      homes on the Pechanga, Pala and Pauma Reservations and intermixed
      residences.

      The predominant fire spread after 1800 hrs. yesterday occured in the
      BLM Dome Land Wilderness and Chimney Peak Wilderness on the eastern
      flank of the fire. Structure protection, firing and holding operations
      in the Kennedy Meadows area continue to be effective. Dozers are
      building fireline on a 1200 acre slop over along Kennedy Meadow Rd.
      Crews are making significant gains containing the Southwest corner of
      the fire. The fire has burned 17,280 acres on BLM land and 42,979
      acres on USFS land to date.
