Apparently CDF Firefighters wanted it changed and spearheaded the
measure. Looking at the legislative history of AB1423, it says:

"ARGUMENTS IN SUPPORT : According to the author's office
and the sponsor, CDF Firefighters, 95 percent of the
resources of CDF are used for fire prevention or
suppression. The remaining five percent includes the
resource management and timber harvesting regulatory work
      of CDF.

"The author states that CDF is the largest fire department
in the state and that "the name of the department should
      reflect their work."
      http://leginfo.public.ca.gov/pub/05-06/bill/asm/ab_1401-1450/ab_1423_cfa_20060803_115404_sen_floor.html

Initially CDF itself had problems with the original proposal to rename
      the agency "CAL-FIRE." - (1/9/2006, Assembly).

For a while the bill would have changed the name to "California
Department of Fire and Forestry" and allowed it to be referred to as
"CALFIRE" (no hyphen) - (5/2/2006, Senate).

The final version kept the existing name but permitted it to be referred
to as "CAL-FIRE" on official signs, logos, etc.
