      Dear Mr. Wolf, Mr. Nelson, Sheriff Miller:
      Please accept my comments regarding Justin Aud, 21, the Southeastern
      Illinois College student who threw a 3-year-old basset hound named Pete
      off the balcony of the Campus Apartments on February 5, 2005.
      According to Rob Andress, one of the dog's guardians, Pete howled "as
      loud as he could for about 20 minutes. It was the most horrific noise
      I've ever heard."
      Though no punishment will undo Pete's shattered leg joint--now held
      together with two screws and four pins--your serious response to this
      case can dissuade others from committing brutal acts against animals.
      Please pursue the maximum three-year prison sentence for Aud's charges
      of Aggravated Cruelty to Animals, Injuring a Domestic Animal, and
      Cruelty to Animals. Aud ought to undergo psychiatric evaluation and be
      ordered to pay restitution for veterinary treatment that includes the
      initial 2-1/2 hour surgery as well as subsequent surgeries for removal
      of the screws.
      Aud displays an alarming absence of empathy. According to psychologist
      Stephanie LaFarge, the nation's first expert in court-mandated animal
      abuse counseling, "extreme cruelty toward animals is a marker for
      potential violence toward humans." Roger Depue, former chief of the
      FBI's behavioral lab, says most of America's infamous killers, including
      Jeffrey Dahmer, honed their fury with animal torture.
      Kip Kinkel, the 17-year-old convicted of killing two Springfield, Oregon
      classmates and his parents, joked about blowing up squirrels with cherry
      bombs. His recurrent rage toward animals was ignored.
      The legal system cannot afford to overlook the link between cruelty to
      animals and human violence. All crimes that depict a ruthless disregard
      for life deserve serious penalties. Justin Aud's callous behavior caused
      a living being to endure great pain and anguish.
