      >Last week Representative Colafella of Beaver County introduced HB2106, the
      >Keystone Equity and Educational Performance System bill. This is good news
      >for Pennsylvania, for students, and for public education advocates!

      >The KEEPS bill increases the total amount the state pays for public
      >education to 63.5% of the total cost of public education over a three year
      >period, significantly decreasing the spending gap between rich and poor
      >schools and thus increasing educational opportunities for all children.
      >The proposed change in the state funding formula for public education would
      >increase the state share of public education funding for 456 school
      >districts with 388 school districts provided with increases greater than 50%!

      >The funding formula proposed in the KEEPS bill provides for additional
      >funding for Limited English Proficient students, Learning Disabled
      >students, students living in poverty, and special education programs of all
