      If you define the centroid of each raster grid with an X/Y coordinate, then
      you can use my CrimeStat program.
      It's a spatial statistics program for the analysis of point locations. It
      has Moran's I and Geary's C along with a
      bunch of other statistics (including local Moran). The program and
      documentation are distributed for free by
      the Crime Mapping Research Center of the National Institute of Justice. The
