You might give something like CLR, available at local hardware stores, a
go. It may even be available in the cleaners section of your supermarket.
For the UV yellowing, Carbon-Tetrachloride (Carbon-tet) would do a great
job of whitening that particular plastic used on DEC equipment pre-'94.
I think that Carbon-tet was listed as a carcinogen so it might not be
avvailable today but it was standard issue in field maintenance kits to
clean tape and disk heads back in those days.
